Incense

Incense isn't a cosmetic; it is packaged by count.

Incense isn't a cosmetic, since it is not applied to the human body. It's classed as a household consumer commodity. Like soap, it requires all the basic label information, especially the net contents.

While most products produced by handcrafters should be labeled by weight or volume, incense is an exception. Incense may be labeled by count only, so long as it accurately reflects what is in the package.
